you can buy anyone you want if you can afford it.there is no restrictions on the money you can spend yet.a loan is basically what it says on the tin.its a lend of a player to another club for a short period of time ranging from 1 month-1 year.Tevez was on loan at man united for 2 years.its usually young players that get loaned or a club might sign a player on loan in an emergency eg. alot of injuries in the team
