for fonts go to control panel and click on fonts. then you just drag the font file to that folder and it'll automatically install.

for brushes it depends on what program you have. if you use photoshop drag the brush file to C:\Program Files\Photoshop...\Brushes
i'm not sure if that's correct cause i don't have photoshp but it should be somewhere in your program files.

try creating a new layer over the existing background then copy and paste the picture into that layer.
