Is there a free program or website that will let me add a static image to a gif? I want to put the 'Minchophone speech-bubble' from my avatars into this Doge GIF:
If anyone could point me in the right direction, I'd love to give it a shot. If somebody wants to take a crack at it themselves here's the Minchophone speech bubble:
(Note: I want the speech bubble to be static, not movinng with the rest of it)
