The "lights" do not blend witht he background color. It looks like cartoonic. But the selection is very good man. What tool did you use?

That's good man. But what I learnt from my lecturer, Stefano Virgil who works in Adobe is to use the Pen Tool to select. I swear man, it's the best tool ever. It will change your life in "selection".

After making a path using the pen tool, right click and then "make path as selection".

Oh sorry I thought you meant how I did the cut outs of the people

yeah I use the pen for paths

to make the neon I do a solid stroke then switch to fuzzy brush and stroke again

Yeah, I meant "cutouts of the people". Well, you can actually cut out the people using pen tool. It's more accurate, it's more convenient.
