Try this: Strg + Alt+ Entf
Then press in the taskmanager file and then new task write "explorer" in the box and press ok. It should work.

Or ctrl+alt+del and then "applications" and then "new task" and then you typ "explorer.exe"

your desktop opens with explorer.exe it has nothing to do with internet
just try it

iexplore.exe = internet explorer
explorer.exe = Windows GUI
explorer = explorer.
