There are several different ways of doing that. I asume you want to format it and install windows again?
Put your XP CD in the CD-ROM drive, and restart your computer (you might even have to power it down and power it up again), then you should see something like "Press any key to start from CD..." , do so.
Go on with the "installation" until you comes to the screen where you're supposed to choose drive & partition to install it on, choose format (or if that doesn't work, mark the drive & press "D", to delete the partition and make the space unlocated, then you should be able to format it).
When the format is done, simply exit the install prog and the disk is formated.
Note that you can't do this procedure if the disk you want to format is your system disk (i.e C:\), though win copies some needed files to the system drive.
Whatever, this is how I used to do it:
Put a Win98SE CD in the drive, restart, choose "Start with CD-ROM support", then you'll end up with the nice DOS Console.
write:
cd..
cd..
cd c:\
format c: /q
y
if C:\ is the drive you want to format.
