It's required that you register...you're automatically registered when you go to vote...but if you register...you sign a legal document...but you're not enlisted into the Armed Forces...you're only required to fight if the draft is reopened as you want to put it...However...if you enlist into the Armed Forces...then yeah...you have to fight...because you're working for the government...
