In what human history is 13 too young? The biological clock says women are ready by what? 9-12 years old? Old generations, women would be married by the time she was 13. This too young thing is just as much a society standard as incest is.

A 13 year old simply isn't developed enough intellectually (albeit they are physically ready to bare children).
