Any machine that is able to learn, process, and apply the knowledge it gains technically has A.I. (at least in my opinion). Also, the decisions it makes aren't hardwired into it, but rather decided based on what it learns. Now the question is...how intelligent do you want the robot. Assuming the intelligence of a human, then yes...that would take a very very long time if we even manage it. And of course there are limitations too (for example: the amount of data the robot can store). But aren't there are limitations on intelligences of animals in general? Like, you can't teach a chimpanzee to talk, at least not that I know of...but those animals are still brilliant in their own rights.
