No. It's a scenario where a young man has various tools and is obviously trying to steal a bike. They're showing the reaction of people if the man in the scenario was white or black. Basically everyone forms a mob and immediately pulls out their cell phones and calls the police on the black guy, even taking pictures. While with the white guy, some people stop to question him but they generally just walk on by.
