Unless the Codeine syrup also contains DXM he should be fine.

I wouldn't think that Syrup that contained something as (relatively) strong as Codeine would need any DXM to be effective.

Safe enough for use in cough syrup, but at the levels that it takes to get a good buzz on--especially over long-term use--you're looking at possibly risking damage to the brain.
