Rep systems give people an undeserved sense of superiority and inflate their illusions of preeminence. It's much more noble to base your opinion on someones posting ability by reading their posts, not by the opinions of others who may or may not have negatively repped the posts of a "noob" for no reason.

The only time a rep system is necessary is on a website where points are used to purchase exclusive material (such as several hacking sites). These points are given to good posts that contribute to the forum, and are used as a form of currency which can be exchange for myspace/facebook passwords, different hacking programs and tutorials/tools.
