That's not strictly true. He had enough material for two albums, but after the mixed reception for Relapse he sat down with Interscope and they decided to change the style of the album. It wouldn't suprise me if Interscope were the one that made the decision.

As someone else said it was announced September time I think? But the decision was probably made a couple of months before.
