He's not really forcing rhymes here though...
He's not rhyming 'offending' and 'electricity'... he's just creating a rhythmic connection / association by pronouncing the words that fall on each line, at that time, in that way...
It's actually a way of avoiding rhyming, but creating a coherent sense of repetition / association, AS IF he were rhyming. I know he's rhyming the 'buh'... 'uh' etc. but it's really just marking the words out which all fall on the rhythmic note. He's not really 'forcing rhymes'.
I would suspect that he's somewhat bored with the literal or even semi-rhymes he can easily write in phrases or words, so he's doing things like this to continue his experimentation, try and create new innovations or play with words in weird ways and do something other than straight rhyme.
