Don't know if "joke" is the right word to use, but yeah, it was intentional. And of course Royce knew the EP was coming when he said it wasn't. I doubt he got that tweet, said "No, it ain't gonna happen" and then suddenly called Em to talk to him about it. They've had leaks and shit lately, of course they want to reveal things on their own terms for once.
