I somewhat agree that shortening down the running-time/amount of songs might increase the average-quality of the project. I say 'might', because it really depends on if Em & his management pick the "right" songs...

You pointed out that, in your opinion, Recovery would've better without those 3 specific songs. But what you have to take into consideration is that everybody has different taste, and thus it's not always obvious which songs to dismiss.
Especially when it comes to Em, he is one of those artists whose fan base extends beyond one genre, beyond a certain age group.
My opinion, though, is that Em should put out the amount of songs that makes sense for the project. I.e. he shouldn't put 18 songs on the LP, just because "18 songs is the right amount", but because it is those 18 songs that make the album what Em meant it to be, his art.
