Because the writing is far better; there's much better style and personality in the thoughts.
The thoughts are abstract yet he connects the dots with phrasing and twisted humour... he also encapsulates psychopathy perfectly such as saying a gun is boring as there's no thrill in the hunt... similar to how in "Stan" he wants his girlfriend to 'suffer more first'... this is TRULY getting in to a mindset and living the thoughts through the words...
Where as on "Underground"... he's trying to give the appearance of that, he's primarily just rhyming as much as he can - and he does have continuity to his thoughts, but it's way more random, much less skillful in structure, much less refined, much less funny and with much less direction.
That's just conceptually - then the actual lyrics themselves... the actual Relapse wording and phrasing is just so much better, it really pops; it's almost like hearing Django Unchained dialogue now in comparison to Death Proof dialogue... Tarantino's dialogue felt flat and clunky in DP; crafted and witty in DU. There's a huge difference in writing and probably because he made "Underground" last, and for the wrong reasons - aka to 'close the album on a dark note' as opposed to it actually just organically coming out of him, and therefore it's written for the sake of being written.
That's JUST conceptually and the phrasing...
Then in how it all sounds: the Relapse style sounds bouncy and elegant... it's tricky as fuck but in bursts of rhythm... each flow is like a complex sing-song rhyme fest where as on "Underground" he's flowing with much less finesse, and I just way prefer the tone and voice of the Relapse style too, but it's not just tone - his whole writing, way of saying things and the things he says is much better.
