^ Nah the "Keys to the City" song was / is real.
Premo talked about being disappointed it wasn't on Relapse. He originally talked about it and said it was like "The Way I Am" but more lyricial.
He then speculated after that they didn't include it probably because he jumped the gun in blabbing about it and ruining the surprise and they probably wanted him not to.
But I think it's more likely the track was in fact for Em's original slow / emotive album, which was possibly going to be called King Mathers. He probably just scrapped the track.
Since all 'those' tracks were produced by himself and he originally produced "Keys to the City" and just called Premo to ask for him to touch it up / add to it. Where as with the Relapse sessions with Dre, Dre handled everything apart from a bit of co-production from Em on "We Made You".
