His mother said he's always had a problem with weight gain / loss. As in, sporadically gaining and losing weight very quickly.
And, I think that's why his face can look strangely different year to year. Because if you gain and lose weight very easily, it's going to change depending on your eating and exercising habits etc. and it'll be a lot more noticeable than the average person.
Plus the fact that he has A LOT of pictures taken of him and camera angles and lighting can hugely change how your face looks. Just think of pictures of yourself, the various ones throughout the years and how subtly different you can look depending on so many aspects.
Then times than one million fold with a megastar having professional snaps, in totally different environments taken of him constantly.
Oh, and those two pics you posted, he doesn't look 'completely' different in terms of his face. Hair colour can drastically change how your face / eyes look. And I know you dismissed that, and yes his face does change a lot but I've died my hair blonde myself and I looked very different. It can emphasize your features and change how you look.
Finally, consider the fact that the pictures taken of him pre-fame aka pre-blonde-hair were mostly unprofessional, dingy and with much less expensive cameras. And like I say, lighting can totally emphasize or distort your face and could definitely explain you looking slightly chubby in one picture and a lot thinner in another. Not to mention his face positioning and angle.
