No one wrote him off after Recovery. Maybe after some of his questionable guest appearances following, but certainly not Recovery. It was, as he said in his own words "highly coveted."
It was his second spotlight. First was MMLP-TES where he was everywhere and you couldn't avoid him if you wanted to. Recovery was the same way because of its broad sound and commercial appeal.
The general public liked the album but the hip hop fans did write eminem off after it, also especially after some of his recent guest features, but MMLP2 was something no one thought eminem was capable of. So i would say recovery-mmlp2 is the biggest improvement.

I was on RapBasement when Recovery leaked; initially they were all saying the album was absolutely godly and there wasn't a weak song. That initial hype softens of course, but even right up before MMLP2 - people on StudioLeaks have always referred to Recovery as a solid album and saying they doubt he'll be able to deliver like that again etc.
And they're some of the most cynical Em dismissers.
