To be the GOAT, you have to make songs like:

As The World Turns, Rock Bottom, Stan, Way I Am, I'm Back, Marshall Mathers, The Real Slim Shady, Say Goodbye Hollywood, Sing For The Moment, Deja Vu, Almost Famous, Love The Way You Lie... to name a few. So the answer, just have that VARIETY of GOOD/GREAT songs.

Eminem is ONE of the greatest rappers of all time though.

To achieve such success in a predominantly black genre is quite incredible.
On an overall scale he can be the GOAT, i feel his next album will determine if he is or not. In specific areas he may be worse than other rappers who can be thrown in the debate, for example i regard Nas as a better lyricist than Eminem but overall with the impact he had the controversy, the way he has stayed relevant at the top for so long is unmatchable. He is the most complete rapper of all time for me whether that translates to greatest only time will tell.
