The singing is cringeworthy, the beat doesn't fit in the slightest; but what really bothers me is just the fact that he shoved loads of shitty punchlines into a song that is supposed to be a tribute to his best friend. If anything the song seems to be mostly self-centered around himself, since he talks about getting his spark back and all this shit. It's like c'mon man. I just thought it was an awful tribute. Honestly. Difficult is so so so SO much better.

I agree with some of this. Firstly, the beat is a pile of shit, getting Just Blaze to produce a tribute track was a huge mistake. Should of done it himself. Also, the punchlines are stupid and putting them in a song like that is a mistake, and yeah it's definitely self-centered and misguided to a degree.
Although I can see he was trying to fit it in with Recovery and the whole 'triumph' ballpark in saying that Proof believed in him and inspires him etc.
The saving grace to "You're Never Over" is the second verse. But yeah, "Difficult" is definitely better and I think a fitting tribute. The dark piano beat is brilliant and he sounds genuinely wounded and fucked-up which make it very realistic and resonant. And the line where he acts like he can't finish it is brilliant, and so is the fact there's no hook the way it is.
Also, in the first "Difficult" verse when he goes "your presence... oh, I went to drop some presents off" is very good. That's great writing to write as if... as if the word reminded him of that fact like it's his genuine on the spot thoughts. Make it feel like a real, live pouring of thoughts. "Difficult" is definitely a fitting tribute. Such a waste.
Oh, and when he says "I still have to get you back for that shit" like Proof is everlasting in his mind and he's having a jokey conversation with him over old stories. And the analogy of such a little detailed moment etc. it's really good and effective. And the line "difficult as it sounds" and just letting the moment settle like that... this song really highlights how he's a poet of his personal feelings. So many people would find a way of hashing their thoughts and making them pretentious or false in some way, he's such a natural.

I think you just wanted to say that this song sucked because alot of people dislike it.
