They were both pretty bad, but the thing is it's sadder to see Em in that stage of his life than it is to see Jay. Jay was still making bangers and radio hits because regardless of his lyrical content, he's Jay. He just does that. He's a business man. That's
his thing. He was a great lyricist and MC at one point, but the transition to executive was nice, gradual & predictable. He still had the "New York"-subject matter and great production & hooks to fall back on.
Em, on the other hand, almost instantly went from making songs like "Lose Yourself" to "Big Weenie". And yes, before you obnoxiously point it out like everyone who defends Encore like to do, I am aware of "Like Toy Soldiers". I am aware of "Mockingbird". I hated one of these songs and I thought the other was sub-par for
Em's standards, (Go ahead and guess which) which only
further proves my point. Other than Reasonable Doubt, Jay-Z has always had the mainstream sound to him. It's no surprise he decides to dumb it down because he believes it will sell records. Em has and always will be a lyricist, and it didn't even look like he was "dumbing it down" or "selling out", he looked like he fell the fuck off because he didn't care anymore. Not only that, there's almost no debate that Em had the worse songs out of both of their catalogs in their decline. (INB4 YEAH BUT EM ALSO HAS THE BEST ONES.

TL;DR: Eminem had a way bigger fall. If you're an Em fan, and think Em is better than Jay, you wouldn't even deny that because
Em had a way higher peak to fall from. Em was making some alright songs, but so had Jay, and Em made some really fucking make-you-cringe-to-the-point-it-requires-replaying-SSLP-to-remind-you-why-you-still-listen-to-him-type-of-songs.
