He changes his fashion and look constantly. It's part of his desire to evolve as an artist (as well as personal taste, which changes as you age ANYWAY) I would imagine. Just like he changes his sound and rap style every album too. It helps cement a new 'era' of his work.
He changed his clothing and image because his music changed. I'm sure the music is what drives everything else, as that's what he lives for. Everything else is an upshot. Just like you see him dressed smarter and more casual now, as that's now what his music is. Smarter and more casual in the sense, he's more adult and responsible, and the music itself is less unconventional.
He's never changed his underlying personality though. He's remained the same guy; with integrity, respect for the craft, a desire to provoke and an ironic sensibility.
You can even hear it on Recovery still. And in recent lyrics. He raps about taking women to McDonald's drive-throughs and buying them things off a dollar menu.
Listen to "W.T.P." - "I'll be damned if I feed a chick! It ain't like me to split a piece of dry peta!" - he always has and continues to portray himself as the opposite of a dream hunk or desirable guy (outside of when he flips it in order to look like he's above women). He portrays himself as an asshole, cheap, creepo guy with a twisted mind.
"I'm still the same lame asshole with a different name!"
The only thing that changes and continues to change, is his execution. How he goes about what he does, and so naturally, his look is going to accommodate this change too. He's also a global icon and he's conscious of that, so he has influence in ways other than through his words. And he's clearly aware of his look and how he's coming across hence his icey stares and middle finger trademark. It's part of his package as an artist, he's cementing a character.
Also never forget that he's a normal person. Do you think you'll dress the same in four years as you do now? did you dress the same four years ago as you do now? did you think exactly the same? some people do remain almost the same, some people grow. Especially intelligent people. And society and fashion changes too, and people usually fit their style to a new era.
So all that is in the mix too, AND the fact he got very rich so could have exactly what he wanted. Going from totally broke to a millionaire would change anybody. Doesn't mean it would change your core beliefs or who you are as a person, but you could do and buy totally different things, so your thoughts and behaviour are bound to be altered.
But more than anything, I think it's just a personal growth. He didn't dress how he dressed in 1996, as he did in 1999 either. He didn't have blonde hair and earings either.
