As UofLCard said, by "drugs" they mean marijuana, speeds, shrooms and others. It helps artistic people like Eminem. It doesnt mean that he used some drug and "oh my god, i have a great fucking idea", it means he can look at some ideas at different angles to make them more wider. MMLP is his best album, half of it was recorded in Amsterdam. Do you really think that he didnt use any drugs? I have to admit that Eminem was addictive to stimulators in his very prime. Take this situation with Royce when he got his hair bleached, remember his words that they used to take E with Dre and then got locked in a studio.
Drugs help artistic people, only artistic people, to do something with their creativity. If you are not creative by nature, no matter how much shrooms, e's, weed you'll take - you will never be able to write something good. So, drugs can be used in order to boost your thought process, which is Eminem exactly did in his prime.

Will Eminem be able to step his game up by taking "creative drugs" again? Definitely will.
But if we take into account his age then this "boost" will be dangerous for him. Both physically and mentally.
Do we need this? No.

Yes I have tried. There is no thing as "Drugs made Eminem good", Eminem was already good. He has this creative mind by nature, and drugs is some kind of an instrument which this type of people can use.

But, in my opinion, this phrase "drugs made Eminem good" is about his ability to deliver the content itself in general, which is true at some moments. But I would replace the word "made" to "help".
