None of Eminem's "freestyles" are actual freestyles, they're written verses that he didn't decide to put on a full track but wanted to put out anyway.

I guess the shittiest of shitty ones from his drug period might be actual freestyles though, since he's said he actually resorted to free-styling shit during his writer's block.

Freestyle does not particluarly mean "Off The Dome". Freestyle is basically a showpiece, that you can spit anytime any place, just like a freestyle dance or stunt. It can be a pre-written rehearsed verse or improvised rhyme made up on the on the spot. Eminem is great at both, just because his best freestyles are pre-written ones, doesn't mean he can't do it off the dome. He has done many, and some are among his best, check out "Rhyming Words" or "Just Rhyming with Proof", they're off the dome. There are better off the dome freestylers than Eminem, like Jin or Wordsworth, but not many can match his pre-written ones.
