1 is wrong. Budden wanted a push back and he fought for it. Since him and Royce are riding eachother's dicks, I blame them. Not to mention they're starting to act all about the money and parties and they're ditching shows, etc.
So...
Yeah I blame them, basically.

I'm aware of Budden's statements about wanting a pushback. Doesn't change anything, imo. That's his official statement. Again, it's a business, and statements of this sort have consequences. Artists going around blaming pushbacks on labels are not something the label appreciates. Look at 50 cent, and his relation to Interscope...! And it's also an acknowledgment of failure from the artist (in the sense that the artist in question didn't manage to gain the label's expected buzz).
Put it like this, if you were the artist, what's the best answer you could give as to why your album isn't released on time? Would you rather say;
"Hey, we still want to finish some stuff"... or
"Hey, we wanted a pusback, for X reason",
... Or, would you put it like this;
"We failed the label’s expectations and that's why we're having another pushback."What Budden did - with the pushback statement - IMHO, was
insuring confidence to the potential consumers! From a business perspective, this is probably an artist's best way to handle a pushback.
