Because Em isn't relevant to those artists careers. He came up after them. So while they acknowledge that he's one of the best lyrically, he simply had no involvement in their growing and developing as an artist. Biggie did.

edit: and as for 50, keep in mind that it was pretty far down the line before 50 got involved with em. but 50 does consider em to be the best rapper of all time.
