hmm I always thought it was Bieber and some lyric sites even have it as that, but others have it as beaver like you said. I can see how they might make the mistake as Bieber would make way more sense on the surface. I guess though that he could mean Bieber and just say beaver so that he can avoid using Biebers name in a song as a clever way to prove that he really doesnt give a damn about him.

Beaver in German is "Bieber", only spelled Biber. BUT, it is pronounced like "Bieber".

Yeah most people think he says Bieber but its definitely beaver. Out of all the videos on youtube of the song A Kiss, the one with the most views is called "Bad Meets Evil A kiss Lady Gaga Justin Bieber diss".
It has been confirmed by multiple sources he says beaver.
