hmm thats tough. i'd say rakim pre-1990 was probably THE greatest. but too bad his greatness was short-lived before he became generic and dull.

big pun showed flashes of insurpassable lyrical prowess but also had a lot of room to develop, or the chance to fall off. his early death makes him harder to assess.
