No, he's so one dimensional it's embarassing. Name one good song by him that isn't an attempt to kill it. Hell, Primo's four course meal is the only solo song that is memorable by him.

Also, he only had like a 4 CD disk of collabs/random tracks and hasn't released a legit solo album.

Chino has put out Poison Pen, Here To Save You All, & I Told You So.

Still I like Celph`s verses on AOTPs albums more then anything Chino put out...its just a mather of opinion...nothin else...bunch of stans will come in now and say that Em never fell off...so it actually depends on peoples opinion...

Im not sure really, i'd say Masta Ace but the album he dropped last year with Edo G is fairly shit ( Ace was pretty decent on it though )

I agree with Coleon on Chino Xl, I'd also say Andre 300 & Big Boi

Nastradamus was a weak album. So he fell off then. Then he comes back with Stillmatic and God's Son which revived his career, till he fell off again on Street's Disciple and revived his career once again with Hip Hop Is Dead. Then his untitled album came out and that was nothing special imo, I don't like a single song on that album. At least with his previous albums that he fell off on, he had some songs that were still dope as hell with a lot of replay value. So yeah Nas has fallen off countless times.
