It's not really about it being a white culture.
It's about making black people look stupid. Scarface is saying that the CEOs and businessmen that control the flow of music have made hip hop into a minstrel show. He's saying it's a disgrace, and everything has been watered down to the point that even a half-ass rapper gets praised as being genuinely talented. His wording was a little strange though.
He's right, but he's wrong. Everything that he said that's wrong with hip hop
is wrong with hip hop. Unfortunately, he's still coming from a time when the companies dictated what was acceptable in a more substantial way. There still are gate keepers in the industry, but the walls that surround the gate are in pretty bad shape, and other types of music are getting through. If people want it, they can get it, and all at the click of a mouse.
That's why independent hip hop is doing better now more than ever. Sure, record companies shove artists like 2 Chainz and Tyga down the throats of hip hop listeners, but it's because to some degree, there are people
dumb enough to listen. Trap music, snap music, dance songs...these aren't all things that the white man shoved down someone's throat. They are ignorant forms of a genre that emerged on low-budget videos, being produced by predominately black performers.
There's nothing malevolent here. Rap fans are just stupid as fuck when it comes to the mainstream. Black and white, it really doesn't matter.
