Ignoring the way you put that, im just gonna say that over-rated and under-rated is people getting more/less attention than they deserve. eg. Lil Wayne has a catlogue of unoriginal music that has barely got anything to it, some people obviously like that but to the rest of us it seems that he gets rated too highly for what he makes.
