not only does pac rhyme more syllables but he has more of a complex pattern

This not overly complex but it has clever, slick punchlines i.e "I get more butt than ashtrays" and it's an example of why Biggie was so successful, he had catchy simple phrases but they were far from dumbed down.
He is one of the most accessible rappers because of this.

I think Biggie deserves his spot as one of the GOATS. he may of not had the the rhyme schemes but he certainly had flow and a larger than life personality

No, it's not. He was making the point that charisma is just as important as multi's, Biggie made up for that hugely by sounded like a fucking boss when he rapped.
Also, he was an incredible story teller, motherfucker could paint pictures it doesn't matter that he wasn't some "lyrical, miracle" kind of MC.

Sometimes I don't like his multis. But then his flow makes up for it so I don't really bother. Schemes are just okay I guess. I don't really like BIGGIE in general though because I can't relate to his songs. They're sorta too ghetto, too gangsta or whatever the term is. I didn't grow up killing people or smoking weed so I don't understand certain visions he portrays in his lyrics.
