He's overrated by some and underrated by some.

I'm not sure there's a dominating over / under final view on him. I will say that I think the praise he gets is valid, and deserved, and I also think he doesn't get enough credit for the amount of artistic visionary and aesthetic context he adds to his music.

Though, I definitely feel he's underrated as a lyricisit.
