Pac was a great lyricist. When you sit down and read his lyrics, it's almost like you're reading a poem instead of a straight up rap song. His rhyming wasn't the best (which is why I personally don't consider him THE best, but he is a GOAT no doubt) but he had the storytelling, the lyrics, and the passion that Biggie didn't seem to have. Even though I prefer Biggie because he was a far better rhymer. But Pac was straight up quotable. Pac in the zone was a vicious MC in his own right.
But many rappers today are better than Pac. As lyricists and rhymers and rappers. Eminem, for one, does what Pac does and does it far better, Kendrick Lamar is another. He is very much like Pac in many ways, and he knows how to rhyme his ass off to boot. Jay-Z rhymes better, but Pac was better than him as a rapper, artist, and lyricist. Same thing with Nas.
We need to realize that Pac is only a GOAT because he never had a chance to fall off. That's the cold truth. Today, if he was alive and making music, I feel like he wouldn't get near the amount of praise that he gets than when he died. You can relate to Pac, sure, but that's not what I personally look for in music. Therefore he is not really a PERSONAL GOAT for me, even though I can acknowledge him in the Top 5 Dead or Alive for his music.
