i'm talking about the artists on a vocal level, voice and delivery.
i'm not talking about lyrics, multis, flow, or technique.
one thing i noticed is that many rappers with really good voices have terrible lyrics and flow. maybe because they can get away with it.
i think tupac has the best voice in all of hiphop.
but also honorable mentions: dmx, royce da 59, dr dre, ice cube, ludacris, snoop dogg.

-Any of Em's minus the strong accents (his voice was weird in some of those)
-Budden (a bit of an acquired taste)
-K.Dot in Section.80
-Grieves
-Royce (raps and hooks)
-Nate Dogg

-Raekwon
-Pac
-Some of the members of Bone Thugs (in their prime)
-Pharoahe Monch

Voice and delivery arent necesarrily the same. If we're strictly talking voice as in "how they sound" and not how they use it , I'm gonna go with the following:
Snoop Dogg, Brother J, Q-Tip, Eminem, Tupac, Kendrick Lamar, Nas, Andre 3000, Yelawolf, Chuck D
