He's right, but Rick Ross portrays himself differently than Eminem or Tyler, The Creator. Everything about him is fabricated, and lends to his image of being a boss. He's this gangster guy, with cars and women. He's also not talking about something violent or hyperbolic, he's talking about date rape. When you build your whole image around people taking things you never do seriously, sometimes you'll fuck up and say something that will portray you in a negative light.
He's right about people not liking Rick Ross though, and that being a motivation to really bring the hammer down on him. There's no doubt about that, as far as some of the people in the hip hop community are concerned.
