I would say Ludacris, but has he ever really put out an entire album thats really good? I've heard plenty of good verses, but Im not entirely familiar with his discography.
After Paperwork maybe T.I. has fallen off too, them verses were so bland on like 80% of the album. We'll see with the next release though.

I don't think Eminem truly ever fell off because the dude still makes good music, people may not like it as much as the old shit and it may even not be as good in some respects but I think he definitively proved with MMLP2 that hes still fully capable of spitting great bars consistently.

I wanna say Kanye but I really can't considering his second to last album was amazing and that was released just what, three years ago?

If it was 2007 I could thoroughly say Eminem is the biggest fall off of all time

Haven't listened to Wayne extensively enough to know but everyon says he stopped taking it seriously after like the carter III
