My guess is that once the retailer (Best Buy, Target, etc) buys the album from the label, its been sold from the perspective of the label. The liability of the CD is now on the retailers books, so even thought it hasn't reached the final customer, its been "sold"

There is no way to see. But when it's sold 9,860,000 + it's safe to say it's shipped 10,000,000.

Nope you don't really get certifications for shipped albums.
If your albums sold like 400 in it's frist 2 months then you can get the plaque because it everntually will get to the that number anyway which have been proved statistically. Same with platinum and diamond, when you get close and keep moving records you already can apply and pay for the plaque, because you eventually will get to that number too.
The only reason that matters about shipped albums is that if they didn't ship enough albums, then it definitely can't get to whatever number so basicly they check shipped albums and the way albums sell all togehter.
50 has the gold plaque because he'll get past 500 for sure, his album is out for like 8 months or something. Nelly album already passed 500 too, but it got the plaque earlier just like 50.
If it was about shipped albums anybody who's on big labes and get shipped nationally would be platinum, which is defintely not the case.
