No, it is the same thing as T-Pain, the software at least, T-Pain just uses it in a different way it was actually created for. He sings in a certain way to make it sound like what you all think is AutoTune because that's how it became famous. But AutoTune is just the name of the Pitch Correction software. It might not have been the same brand of software but it's the same thing. You can get the same effect in other Pitch Correction softwares. And yes, Em only uses it when he sings, there is no need to use it on regular verses. It doesn't really work when you're just talking or rapping.
