Because if you haven't ever watched South Park, the line still makes sense (up until "than Kenny's"). You'd think he was still talking about white trash neighborhoods. "That hood is tight" is an actual phrase... it's a well-done double entendre.
Yeah but he doesn't say "that hood is tight" He says "that hood is tighter" and there are a bunch double entendre's in rap, it's not really special, like a Triple!
