Because he has better lyrics (more eloquent, humorous and better writing; in terms of rhymes and phrasing), flow (smoother, more constructed, more rhythmic) and delivery (enunciation and pronunciation are clearer, louder and he emphasizes and dramatizes his lines more).
Em's vocal presence alone makes him a domineering presence on that track, Jay sounds pale in comparison. Then when you get in to the lyrics? another story.
Em is equal parts poetic; tongue-in-cheek, political, self-deprecating, self-analyzing and has a writer's flair to his phrasing. I like Jay's verses, but they're nowhere near as noteworthy.
Em's thoughts and phrasing, are more original and more unique. Jay threaded some political and poetic elements through his verses too, they just weren't as striking. Jay glosses over points, Em hammers them in to your skull with rhythmic bliss.
But if you don't think so, then, just don't think so. If you prefer Jay's verses, great. But I think anybody with a clear grasp and understanding of literacy and why Em's writing is so outstanding, in particular on that track, can plainly hear why those verses are better.
