Maybe you shouldn't be drinking at all...at any age. Not for me to say, but perhaps it's something you should consider for your own health and mental well-being. On top of that, considering your family history with substance abuse, it may be a good idea to steer clear of things that people become dependent on in such high numbers. But, that's not to say you shouldn't drink, just
maybe that you should consider not drinking.
Here in the U.S., people are told what to think, and how to act in regards to drugs (legal or otherwise). The age limit of 21 is an issue that needs to be discussed. I don't think it's nearly as important as re-evaluation of how we handle illegal drugs, but it is important.

People do, but as far as I know, it's not legal. That's not to say that you would get in trouble, or that it's frowned upon. It's sort of like an unwritten rule, to the best of my knowledge, that servicemen aren't refused alcohol.
