Encore got more publicity because Eminem was coming off of 3 great albums and his influence on the genre was still fresh in people's minds. Relapse was released after Rap's popularity in general had plummeted and a lot of people had forgotten that he even existed.
For that reason alone, some Encore songs may be more well known/liked by "Joe Dumbass" whose favorite band is probably AC/DC.
Rap's popularity didn't decline. if anything it got bigger. it's just that instead of grabbing onto what Eminem had brought, they took it into what you hear today. THAT's why he won't sell well. people don't like him anymore. they either forgot, don't know him, or do know him but refuse to give him the benefit of the doubt. he doesn't have the style that the general public wants.
Look at Lupe Fiasco. great rapper. lots of fans. but compared to the rest of the "rap fans" that's just a small group of people. the general public doesn't like him either, despite how talented he is.
that's just the way it goes. if you do anything not the norm then you suck in the eyes of the general public.
