50 Cent mumbles and cannot even write about simple things well. So he'll ruin any song he's on regardless of the subject-matter. Just listen to "Crack a Bottle" for proof. It was a silly song anyway but his performance is embarrassing.
So, it's not about substance or fulfilling lyricism, it's about the fact his verse will be so ridiculously bad structure wise and so lazily delivered that it'll ruin the song.

But, attributing Dre for his better stuff doesn't work as "Many Men" is widely recognized as one of his best tracks and that wasn't touched by Dre.
Then look at some of his better more recent material such as "Stretch". That's his best song in years in my opinion, also not produced by Dre. I think he's just lazy and uncreative. And, now and then he'll strike up the odd good idea but, he's not a decent artist. Or rapper.
He went downhill from Power of the Dollar and never got back on track. After Get Rich he became a truly awful rapper. I mean, he was already a bad rapper on that album, it was only the hooks and the beats which made that album so memorable.

Power of the Dollar, 50 had a nice flow. It still wasn't spot-on but it was mostly on-time and a lot sharper. Since then, he's been embarrassing to listen to.
Occassionally he'll rap okay like on "Never Enough" or "Stretch". But his DELIVERY aka his annunciation of words, clarity and emphasizing, as a rapper is... absolutely terrible.
Are you seriously saying 50 Cent is one of the clearest rappers with the best timing? because by flow, I don't mean some slurry laid back muffle. People seem to think a good flow is being 'laid back' or something they can smoke weed to.
If that's what you mean then yes, he has a 'good flow'. But by good flow I mean actual structure, as in... rapping with structure. Delivering well-structured rhymes with confidence in an exciting and original way, emphasizing and bolderizing the rhymes with whatever emotion etc. etc.
He's good at almost no aspect of flow. His fast rapping is as bad as his slow rapping. "Never Enough" is as good as his flow had sounded since
Power of the Dollar, probably because Em wrote that verse and showed him how to flow it. 50 said Em does that for him too. And it's obvious he didn't write that verse.
50 obviously didn't spend hours upon hours mastering the art of rap so that's why he's not a master of any aspect of it, including flow. He's just a gangsta / ex drug-dealer who saw it as a way out and had a vague sense of melody and a little passion for rhyming.
He's unclear, he mumbles (and yes I'm aware of the mouth bullet / tongue), he wastes whatever structure or good rhymes he does have, he slurs through everything and constantly goes off beat. If you like 50 that's fine but saying he's got one of the best flows in the industry is simply... ironic and absurd.
