He can, cos it's your opinion.

But i just think that whilst he had the emotion, and had one of the greatest impacts on music ever.. He was just a "good" rapper, that added to the fact that some of his shit was a bit inconsistent and he couldn't freestyle..

IMO the number one has to have everything, and i just think that people that put Pac there maybe sometimes get blinded by his name and his classics, and overrate him as a rapper.
