Well there is no 'THE ACCENT' to me.
He slips in and out of a handful on Relapse.
Half the time he's not even using an actual accent, it's American, he' just bunching up words and flowing them in a very unique way to make them sound different.
I mean "Bagpipes from Baghdad" isn't "Same Song & Dance", "Medicine Ball" or "Deja Vu". They have the same 'tone' as they're from the same album, well different tones on some too.
The most similar thing about them is the pace of the flows, the fluidity and the precise delivery but there's a few different accents that he sporadically uses. But often it's the flows.

I say they are accents. He can flow perfectly without sounding like he does on Relapse.
He even said in his book that he loves doing accents.
