Some could argue Cassidy but to me BARS is a sick ass album..he didnt do the club stuff or the mutliple punchline tracks..but every song was on some real ass shit..
I would have to say Jin, yes Jin..dude has a rediculous freestyle game and can battle his ass off but just cant make a great record..

Inspectah Deck came to mind, he doesn't really have a dope album, or one which really stands out.

Dude is a monster but Perseverance isn't too good ( Raw Shit 45 mix is one of my favorite songs ever though
) Madlib was lazy on the production aswell
In fairness though Im certain if it didn't take him 30 years to get a label he would have dropped a classic

YES i forgot about Rebel INS, on Wu Tang Forever he has some of the best verses you'll ever hear but his solo albums dont come close
