Premier in my opinion. But its quite hard to compare.

RZA produces for wu-tang mostly, Dj premier is in Gangstarr so the albums he did with Guru are produced by him, Premier also has done a lot of other pruductions wich includes Rakims latest albums.

I think they're the 2 best eastcoast producers but I like RZA a lil bit more
